IT WORKS PERFECTLY.
Install first notepad plus and then restart and run in safe mod. Go to location and open the file with notepad plus and see the rows 75 and 85 if I am not wrong for the language change. Save and exit, and than restart and start windows normally.

You can save to another folder (ex: desktop) then copy overwrite the existing file
