It seems a peer can only get a list of a subset of peers from the tracker which tracks the uploaded and downloaded amounts of data for each individual peer. Does the tracker reveal the amount of data transferred information of the peers on the peer list?

Besides, the piece completion information can only be exchanged among peers and a peer has to query all the peers on the list to check if the given peers have pieces it needs, right?
